Lithuania Residence Permit 2026: Non-Priority Application New Rules

From 15 June 2026, Lithuania limits the intake of non-priority temporary residence permit (LLG) applications submitted through external service providers (IPT). The Migration Department now monitors and may suspend intake monthly. Many employers and foreign nationals are unaware of this change — which can mean an unexpected halt in accepting applications. This guide explains the new rules, who is affected, and what to do.

What changed from 15 June 2026?

The Migration Department implemented a new monthly monitoring mechanism based on an order by Minister of the Interior Vladislavas Kondratovičius. Under this order, the Department must, by the 15th of each month, assess whether the number of non-priority applications received through external service provider offices does not exceed that office’s service capacity over the following four months.

If the number is exceeded — intake is suspended until capacity is restored. This means that even if you are ready to submit a legitimate and timely application, you may have to wait until the next monthly window opens.

Important: this change applies only to applications submitted through external service provider (IPT) offices abroad. Applications submitted directly at the Migration Department in Lithuania are not subject to this mechanism.

What is a non-priority application?

Non-priority applications are those where foreign nationals seek a temporary residence permit or national visa for the following purposes:

• Work — under an employment contract with a Lithuanian company
• Seasonal work — agriculture, construction, or other sectors
• Skills development — training courses
• Business trips (posted workers) — seconded to Lithuania from a foreign company
• Internships and work placements
• Company activity participation
• Religious activities
• Sports activities
• Other grounds not falling under the priority category

Note: even applications that appear to be work-based may fall into the priority category if the employee is a highly qualified specialist. The qualification level determines which category applies — this matters for whether your intake is subject to the monthly cap.

What is a priority application?

Priority applications are those for the following grounds — intake for these is not suspended:

• Studies — university, college, or other accredited institution
• Family reunification — joining a family member already residing in Lithuania
• Investment — investment-based grounds
• Scientific activities and research
• Intra-company transfer (ICT)
• Highly qualified employment — EU Blue Card and equivalent

If your situation matches any of these categories, you can apply without restriction regardless of the monthly non-priority monitoring.

How does the monthly monitoring work?

1. By the 15th of each month, the Migration Department counts the total number of non-priority applications submitted and under review at a specific IPT office.
2. If that number exceeds the office’s service capacity for the next 4 months — intake is suspended for that office.
3. The suspension is announced on MIGRIS.lt in the news and announcements section.
4. At the start of the next month or when capacity normalises — intake resumes.

Who is most affected?

Employers inviting foreign workers — if your prospective employee is a non-EU national who must apply through an IPT office in their home country, you must plan for potential delays. It is best to submit a mediation letter and initiate the application process well before any quota or suspension window.

Ukrainian and other third-country nationals seeking a work-based residence permit through IPT — if you normally use VFS Global or another IPT office, from 15 June 2026 you must check the intake status on MIGRIS.lt before booking your appointment.

Seasonal workers — application volumes increase during summer months, raising the likelihood of suspension. Apply as early as possible.

How to apply through an external service provider

1. Check MIGRIS.lt — confirm whether intake at your specific IPT office is currently open (see the news and announcements section).
2. If intake is open — book an appointment through VFS Global or the relevant IPT provider website for your country.
3. Collect the required documents: employment contract or mediation letter, passport, photos, tax clearance, insurance.
4. Attend your appointment and submit the application.
5. Track your application status through MIGRIS.lt — log in with your account or use your application reference number.

What to do if intake is suspended

• Wait for the next month — suspensions are temporary; the situation may change by the 1st or 15th of the following month.
• Apply directly in Lithuania — if you are already in Lithuania with a valid visa or other permit, you can apply directly at the Migration Department or through migracija.lt. This channel is not subject to the monthly monitoring cap.
• Check whether you qualify for a priority category — for example, if your salary and qualifications meet the EU Blue Card criteria.
• Consult an immigration lawyer — in complex situations, professional advice may identify the fastest route.
