How the New System Would Work

  1. Application window: applications for arrival bonuses must be submitted during the first and second month of each quarter.
  2. Payment: approved bonuses are paid out by the end of that quarter.
  3. When funds run short: if the quarterly budget is not enough to pay everyone, priority goes to applicants whose 2-year application deadline expires soonest. The remaining payments are deferred to the next quarter.
Why the change? According to the Deputy Minister, application volumes vary considerably throughout the year β€” some quarters see few applications, others many. The new system is designed to manage budget flows more predictably and protect applicants from unexpected delays caused by temporary funding shortfalls.

  • Employers β€” a bonus for employers who successfully recruited a worker from abroad.
